History

Frank W. Neal & Associates, Inc. has a reputation for quality work, best exemplified by repeated requests for our services from clients with whom we have maintained a long-term working relationship.  To maintain our standard of quality, we use a Design Quality Control Plan beginning with assigning a management team to each project, under the direction of a principal who is most experienced with the project requirements of each specific project type. This team will provide design, construction documents, specifications and construction observation.  At the initialization of each project, the principal reviews the proposed structural design concepts with the team.  Upon completion of the construction documents, the principal performs a thorough review, based on the firm’s written check list.   Any comments from the principal, along with comments from the client are then examined by the project management team and incorporated into the construction documents as they are applicable.

Frank W. Neal & Associates, Inc. has been recognized as “Outstanding Engineer”, by the American Subcontractors Association, Inc.  The firm has also received the “President’s Award” from the Fort Worth Chapter of the American Institute of Architects.  The firm is a member of the U.S. Chamber of Commerce, the Fort Worth Chamber of Commerce, the National Federation of Independent Businesses, The Building Officials Association of Texas, and the International Conference of Building Officials.

Principal

Frank W. Neal, P.E., C.E.

Mr. Neal is the founding Principal of Frank W. Neal & Associates, Inc., Consulting Engineers.  Mr. Neal is responsible for project management, quality control and technical competence, as well as functioning as principal engineer on major projects.  He is also experienced in investigation of existing structures and forensic studies.  Mr. Neal offers over 48 years of experience in project management, production, technical writing and supervision.

Principal

David L. Hartmann, P.E., S.E.

David has been with Frank W. Neal & Associates, Inc. since 1994 as a Principal Engineer.  He is experienced in the design of general commercial buildings, building foundations, and parking garages.  He has additional broad experience in the design of civil structures such as bridges, culverts, and retaining walls.  He has further experience providing construction engineering services to both building and bridge contractors.  Mr. Hartmann is pre-certified for design of minor and major bridges by The Texas Department of Transportation. Mr. Hartmann offers over 32 years of professional experience.

Ryan W. Lockhart, P.E.

Ryan offers 14 years experience in a variety of projects ranging from interior finish outs to multi-story commercial.  He has experience in design with conventionally reinforced concrete, post-tensioned concrete, steel, masonry, and wood. He has extensive experience in the design of commercial wood structures and multi-family, multi-story apartment buildings.  He is also experienced in the design of large, custom single family residences.

Chuck Ogilvie

Mr. Ogilvie has been with Frank W. Neal & Associates, Inc. since 1988.  He has extensive experience in Computer Aided Drafting, and is responsible for scheduling and quality control of the production of contract documents.  Mr. Ogilvie offers over 36 years of drafting experience in the structural field.

PRINCIPAL

Chris K. Eggleston, P.E.

Chris first began working with Frank W. Neal & Assoc., Inc. in 2006. He has extensive experience with Building Information Modeling (BIM) and integration with other 3D file formats. He is experienced in the design of structural steel, reinforced concrete, post-tensioned concrete, wood, masonry, and aluminum structures. His work on amusement rides and water parks as well as his machining background gives him a unique insight into challenging projects.
