Professional Experience

Mr. David L. Hartmann, P.E. has been with Frank W. Neal & Associates, Inc. since 1994 as a Principal engineer.  He is experienced in the design of general commercial buildings, building foundations, and parking garages.  He has additional broad experience in the design of civil structures such as bridges, culverts, and retaining walls.  He has further experience providing construction engineering services to both building and bridge contractors.  Mr. Hartmann is pre-certified for design of minor and major bridges by The Texas Department of Transportation. Mr. Hartmann offers over 25years of professional experience.
